On the afternoon of April 18, 2021, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), the CPC Hainan Provincial Committee and the People's Government of Hainan Province held the Meeting for Implementing the Important Guiding Principles made by General Secretary Xi Jinping and Advancing the Development of the Hainan Free Trade Port at Haikou City. The meeting was attended by Hao Peng, Chairman and Party Committee Secretary of SASAC, Shen Xiaoming, Secretary of CPC Hainan Provincial Committee and Chairman of the Standing Committee of Hainan Provincial People's Congress, Feng Fei, Deputy Secretary and Governor of CPC Hainan Provincial Committee, and Peng Huagang, Member of the CPC Committee of SASAC and Secretary General of SASAC. Other leaders of Hainan Province, including Shen Danyang, Sun Dahai, Liu Pingzhi, Ni Qiang and Li Jingsong, were present at the meeting. Besides, the leaders of 41 central SOEs and the leaders from governments of 19 cities and counties including Haikou City, Sanya City attended the meeting. Tang Fuping, Chairman and Party Group Secretary of China Minmetals, was invited to the meeting.

This meeting is held to implement the guiding principles embodied in the speech made by General Secretary Xi Jinping on April 13, the Important Guiding Principles of General Secretary Xi Jinping for building the Hainan Free Trade Port, the Guideline of the CPC Central Committee and State Council for Supporting Overall Reform and Opening-up of Hainan Province and the Overall Plan for the Construction of Hainan Free Trade Port. In the meeting, the leaders reported on the update on, exchanged experience of central SOEs in supporting and discussed about the plan of SOEs for boosting, the construction of the Hainan Free Trade Port.

Hao Peng, Chairman and Party Committee Secretary of SASAC, fully recognized the fruits of cooperation gained by central SOEs and Hainan Province over the past three years. He stressed that both SASAC and central SOEs shall firmly implement the important guiding principles of General Secretary Xi Jinping, keep in mind both domestic and international situations as well as great responsibilities, turn our support for developing Hainan into the concrete action of upholding General Secretary Xi Jinping's core position on the CPC Central Committee and in the CPC as a whole, and upholding the CPC Central Committee's authority and its centralized, unified leadership. On top of that, SASAC and central SOEs shall base their efforts on the realities of Hainan and exert their strengths to deepen their cooperation with Hainan. For this reason, we need to strengthen strategic planning, promote coordination in planning and work for national strategies to build a paradigm of high-quality development of Hainan. Meanwhile, we need to pursue innovation-driven development, scale up input into science and technology, speed up industrial upgrading and improve project development to create a new driving force for achieving high-quality development of Hainan. In addition, we shall leverage the role of Hainan in piloting reform and opening-up, deepen reform of SOEs and energize high-quality development of Hainan. Besides, we need to make ourselves a part of Hainan to earnestly shoulder the responsibilities in respect of economy, policy and society, to generate new results in pursuing high-quality development of Hainan.

Shen Xiaoming, Secretary of CPC Hainan Provincial Committee and Chairman of the Standing Committee of Hainan Provincial People's Congress, reviewed the achievements made by Hainan Province and central SOEs in deepening cooperation since the important speech made by General Secretary Xi Jinping on April 13. He also briefed on the important guidelines made by Vice Premier Han Zheng and State Councilor Wang Yong, and asked central SOEs to increase their investment in Hainan. Meanwhile, he laid out the requirements for the governments at various levels and government departments in Hainan Province to further their cooperation with central SOEs. Feng Fei, Deputy Secretary of CPC Hainan Provincial Committee and Governor of Hainan Province, outlined the efforts of central SOEs in deepening reform and opening-up of Hainan and constructing the Hainan Free Trade Port, and called on central SOEs to further increase their investment in Hainan.
