On December 30, the signing ceremony of a strategic cooperation agreement between China Minmetals Corporation (China Minmetals) and Xiamen Municipal People's Government was held in Xiamen City, Fujian Province. The ceremony was attended and witnessed by Mr. Guo Wenqing, China Minmetals' President and Deputy Party Group Secretary and MCC Chairman, and Mr. Hu Changsheng, Deputy Secretary of the Fujian Provincial Party Committee and Secretary of the Xiamen Municipal Party Committee.
Before the signing ceremony, both sides had a thorough discussion about cooperation on regional headquarters, logistics and trade, environmental protection industry, new materials, infrastructure construction, urban renewal and reconstruction.
Guo Wenqing expressed his gratitude to the Xiamen Municipal Party Committee and Xiamen Municipal People's Government for years of support they offered to enterprises of China Minmetals in Xiamen. Moreover, he introduced the progress and achievements after the strategic restructuring of China Minmetals and MCC, both of which ranked among the Fortune Global 500. As he pointed out, in recent years, China Minmetals has been following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly implementing the guiding principles made by General Secretary Xi Jinping in his speeches about the reform and development of state-owned enterprises. Towards a strategic goal of "quadrupling in three steps", China Minmetals has been endeavoring to advance into a new stage of high-quality development, with an emphasis on its business system featured by "four beams and eight columns". So far, China Minmetals has accumulated prominent advantages in industry, capital and talent in the fields of metal ore, metallurgical engineering, trade and logistics, as well as finance and the real estate. The assets under the management of China Minmetals have reached RMB 2.16 trillion, and China Minmetals has ranked the 92nd among the Fortune Global 500 with its business revenue exceeding RMB 600 billion in 2019.
China Minmetals, as indicated by Guo Wenqing, has been learning more about the general ideas conveyed in the Fifth Plenary Session of the 19th CPC Central Committee and the Central Economic Working Conference, unswervingly implementing the new concept of development, taking the initiative to integrate itself into the new development pattern, endeavoring to make the industrial chain and the supply chain more independent and controllable, planning as a whole to address inadequacies and develop strengths, and putting its industrial advantages into full play. Guo Wenqing said that with important historical missions, Xiamen would usher in hard-won opportunities for strategic development. Guo wenqing stressed that on the basis of further optimizing its national business layout, China Minmetals would take root in and greatly extend its business in Xiamen, in the hope of contributing to the construction of Xiamen as an innovation base of the BRIC Partnership on New Industrial Revolution and a modern international city with higher quality and more beautiful appearance.
On behalf of the Xiamen Party Committee and Xiamen Municipal People's Government, Hu Changsheng welcomed the arrival of Guo Wenqing and his delegation. Hu Changsheng spoke highly of MCC's efforts in contracting to build a series of major projects such as Xiamen International Conference & Exhibition Center, the electronic plant of Tianma High-Tech Co., Ltd and Xiamen Strait Grand Theater. Besides, he thanked China Minmetals for its contribution to the implementation of major national development strategies in Xiamen. He argued that, in response to the ardent entrustment of the General Secretary Xi Jinping, Xiamen had been thoroughly implementing the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee and preparing the Fourteenth Five-Year Plan as well as the Long-Range Objectives through the Year 2035 in a scientific way. Additionally, he said that Xiamen had held fast to the great historical opportunity of building itself into an innovation base of the BRIC Partnership on New Industrial Revolution, and had been comprehensively promoting high-quality development through the construction of "Five Centers and One Base". He further stressed that, Xiamen expected to deepen all-round cooperation with China Minmetals after the signing of the agreement, thus to share opportunities and realize win-win development. He hoped that China Minmetals would be integrated into the development of Xiamen to a large extent, and make greater progress by increasing investment, improving the efficiency of its branches in Xiamen as well as continuing to plan and build a batch of premium industrial projects. He stressed that Xiamen would always attach great importance to the cooperation between central state-owned enterprises and local governments, and would always offer China Minmetals the best quality and the most caring services so as to facilitate its investment and development in Xiamen.
Under the witness of Guo Wenqing and Hu Changsheng, a cooperation framework agreement was signed at the signing ceremony by both sides, which were respectively represented by Liu Caiming, China Minmetals' Vice President, Chief Financial Officer and Party Group Member, and Huang Xiaozhou, Vice Mayor of Xiamen City. Among the witnesses, there were Huang Qiang, Member of the Standing Committee under the Xiamen Municipal Party Committee and Executive Vice Mayor of Xiamen City, as well as Jiao Jian and Wang Shilei, both as Vice President and Party Group Member of China Minmetals. The signing ceremony was presided over by Huang Jie, Secretary General of Xiamen Municipal People's Government.
According to the agreement, by means of establishing strategic partnership, both sides will focus on eight areas such as headquarters economy, energy conservation & environmental protection, financial services, science and technology innovation, urban infrastructure construction, new urbanization construction, trade & logistics and international cooperation on production capacity. China Minmetals would build a regional headquarter in Xiamen for its business in Southeast China and launch an industrial fund for environmental protection.
