6 NPC Representatives of China Minmetals Participated in Two Sessions and Fulfilled Duties

On March 3, the second session of the 13th National Committee Consultative Conference (CPPCC) opened. On March 5, the second session of the 13th National People's Congress (NPC) opened. Mr. Tang Fuping, Chairman and Party Group Secretary of China Minmetals, Mr. Gao Feng of MCC Central Research Institute of Building and Construction, Mr. Cheng Bingqiang of China MCC5 Group , Mr. Cheng Hanfei of MCC Huatian Group, Mr. Zhang Shaoyong of China Metallurgical Construction Engineering Group and Mr. Xu Yuanbing of Hunan Nonferrous Group attended the sessions as the NPC representatives.

During the sessions, the six representatives submitted their proposals or suggestions and some of them accepted media interviews and jointly made suggestions for the development of the country and enterprises.

Mr. Tang Fuping, The CPPCC National Committee Member and President and Party Group Secretary of China Minmetals, said in an interview with reporters that in 2018, China Minmetals achieved annual operating income of 503.2 billion yuan and a year-on-year increase of 16.5% in profits, which delivered the best performance in history. The restructured China Minmetals is committed to building a 100-billion-yuan market internally and further exerting the restructuring effect. “Because we have a large size, a large volume, and a large output value, there are many points that we can generate synergies internally. Building an internal 100-billion-yuan market can turn the internal business round and make the synergy play a very good role."

Tang told reporters that why China Minmetals can achieve such results is that China Minmetals Party Group fully implements the decision-making arrangements of the Party Central Committee and the State Council, gives full play to the unique advantages of state-owned enterprises, and promotes deep integration of party building and management to provide a strong guarantee for the company’s development in the right direction.

On this basis, China Minmetals specifically takes three “benefits demand” as the direction. First, it is necessary to implement high-quality development, profoundly grasp the basic orientation of supply-side structural reform, and promote quality change, efficiency change, and dynamic change by optimizing industrial structure, improving factor allocation efficiency, and implementing “quality first” investment standards. Second, it is necessary to reform the market-oriented mechanism. Focusing on the pilot of state-owned capital investment companies, we vigorously promote contractual management, gradually realize the matching of responsibility at all levels, and fully stimulate the dynamic vitality of each enterprise as an independent market entity as well as building a top-level institutional framework, consolidating the management and management foundation, and realizing the standard operation of the whole group within the framework of the unified system. Third, it is necessary to benefit from internal integration, promote strategic reorganization to multi-sectoral collaboration and deep integration, and further release the strong and consolidated reorganization dividend of the central SOEs.

Referring to the key work in the coming period, Tang told reporters that in 2019, China Minmetals will aim at the "world-class" goal to comprehensively enhance the competitiveness of enterprises by reforming. The "competitiveness enhancement" action will be the core mission of China Minmetals in the future.

The “competitiveness improvement” action is to establish a market-oriented operation and management mechanism with contract management as the core under the premise of playing a strategic leading role, fully introducing external competition pressure into the internal, creating a competitive environment of internal and external communication, “with all the behaviors and rules centered on market-driven requirements and all output results and indicators around competitiveness." In this way, the enterprise can achieve the effect of “fairly testing sub-enterprises and efficient investment of sub-enterprises, promoting internal supply-side structural reforms and internal survival of the fittest, and optimizing the resource allocation and industrial structure for the high-quality development”.

Mr. Cheng Bingqiang, the NPC Representative and Party Secretary and Chairman of China MCC5 Group, proposed to promote the industrialization of construction workers. At present, construction labor enterprises are small in scale, poor in strength, low in management level with rare skill training and relative lag of social security for laborers, which has constrained the high-quality development of the construction industry. It is recommended that a centralized and unified leadership system be established by all the sectors to promote a series of reform measures, such as deepening the reform of labor service system and realizing professional labor service companies; building industrial workers training and vocational qualification certification system; improving the industrial public service supporting system; strengthening the supervision and guidance to normative labor force; and encouraging large construction companies to actively participate.

In terms of "supporting the benign development of private enterprises with sound enterprise credit system", Cheng focused on the issues of the central government's support policies for private enterprises and the financial loans of small and medium-sized enterprises. It was suggested that the People's Bank of China take the lead in establishing an enterprise credit sharing information platform to improve the integrity evaluation mechanisms of private enterprises to solve information asymmetry, thereby promoting policy implementation and assisting the sustainable and healthy development of private enterprises.

In terms of "network selection and voting chaos", Cheng focused on the low voting threshold and chaotic images which affected the fairness and justice of the advanced model selection, and suggested that the State Administration of the Internet and other relevant departments establish rules and regulations to strengthen the examination and approval, enhance the voting supervision and the punishment of violations of laws and regulations, which can effectively carry forward the core socialist values and condense strong positive energy.

Mr. Gao Feng, The CPPCC National Committee Member and Deputy Chief Engineer of MCC Central Research Institute of Building and Construction, focused on "Jointly building a credit system for the industry and assisting the financing of small and medium-sized enterprises" to present the following suggestions. Firstly, it is necessary to guide industry organizations to assume the main responsibility for the industry's credit system construction. The relevant government departments should lead the organization to carry out the work of industry credit construction, focus on guiding the leading enterprises to play the leading role, and actively coordinate regional organizations such as local governments, industrial parks, and creative space to participate in the construction of industry credit.

Secondly, it is necessary to create conditions to promote industry organizations in building a credit system with the help of “Industry through” service. Different measures, such as the collection and sharing of credit information, the industry credit information database, the talents of various social forces, and the independent construction and joint construction, etc., should be adopted so as to ensure the transparency of credit information of industry enterprises and to assist financial institutions to provide targeted financial support for small and medium-sized micro-enterprises in the industry.

Thirdly, it is necessary to strengthen the construction of industry credit platforms, public announcements, columns, etc., and establish a sharing mechanism with the national credit information platform. The industry organizations should give full play to the role of third parties in the market in the construction of bank and SME financing loan credit, including the active credit evaluation , the industrial self-discipline supervision, the refined and enriched credit recognition, incentive and joint disciplinary measures such as the industry development preferential fund loan quota interest rate, the industry priority access, the industry qualification recognition, the post-tax reduction, the policy Support and so on.

Fourthly, it is necessary for the National Development and Reform Commission, Ministry of Commerce of People’s Republic of China, the State-owned Assets Supervision and Administration Commission of the State Council and the People's Bank of China and other relevant departments to actively support the industry organizations to jointly build the industry credit system. Under the situation of decoupling of industry associations, the relevant state departments, transforming from management industry organizations to service industry organizations, should support rather than constrain the transformation and development of industry associations, from multiple management to multiple support; guide and standardize the credit construction behavior with the help of policies, from policy constraints to policy support; release the specific policies to actively provide support from funds, talents, data and other aspects, from empty support to actual support.

Mr. Cheng Hanfei, the NPC Representative and Chief Expert of MCC Huatian Group and Director of the Institute of Water Environment Technology, basing on the “planning of the adjustment of surface water environment functional zones”, pointed out that the provinces have compiled water environment functional zone plans around 2000, but there exist some problems including many regulations parallel, the planned lack of linkage between the upper and lower, and the current lack of interaction between the water environment functional zone. He suggested that new-round surface water environmental function zone planning should be started with the support of the national relevant departments.

Regarding the issues of wastewater emergency pool establishment and risk control of water environment in zero-emission enterprises, Cheng Hanfei proposed that the water environment quality of China has been significantly improved since the promulgation and implementation of the “Water Pollution Prevention Action Plan”, and the trend of water environment deterioration has been effectively controlled. However, China's current control indicators for water pollutants are mainly chemical oxygen demand, ammonia nitrogen, total nitrogen, total phosphorus and other conventional projects. The control of ecological toxicities such as toxic pollutants and environmental hormones is relatively small, so he suggested for those enterprises with relatively heavy pollution, large environmental risks, and generally built wastewater emergency pool or zero-emission facilities for wastewater, special rectification will be carried out to control the water environment risks from the headstream. According to the “industrial development with the environmental prevention and ecological construction” plan, Cheng Hanfei suggested that the formulation of economic development planning should be synchronized with environmental control and ecological construction planning.

Mr. Zhang Shaoyong, the NPC Representative from the Safety Supervision Department of China Metallurgical Construction Engineering Group, put forward three suggestions: first, strengthening the training of judges, especially the judges at the grassroots courts, to improve the ability and level of judges' handling; second, vigorously promoting the reform of the trial-centered litigation system to strengthen the principle of a legally prescribed punishment for a specified crime, the principle of evidentiary adjudication and the theory of suspecting a crime without being accused , and prevent the occurrence of false and wrongful cases; third, further improving the efficiency of trials at all levels to effectively solve the problem of implementation difficulties.

He told reporters about how the company strives for the environmental protection and sticks to the conviction that lucid waters and lush mountains are invaluable assets.
