China Minmetals and Tangshan Municipal Government Sign Strategic Cooperation Framework Agreement

On November 1, the signing ceremony of the strategic cooperation framework agreement between China Minmetals and Tangshan Municipal People’s Government was held at China Minmetals Plaza in Beijing. Mr. Guo Wenqing, China Minmetals’ President and Party Group Deputy Secretary and MCC Chairman, met with Wang Hao, member of the Standing Committee of Hebei Provincial CPC Committee and Secretary of Tangshan Municipal CPC Committee, witnessed the signing and exchanged views on further strengthening the cooperation between the two sides.

Under the strategic cooperation framework agreement, the two sides will carry out all-round cooperation in strategic emerging industries including bulk commodity trade; warehousing and processing; port logistics; exploration, development and utilization of mineral resources; traditional metallurgical industry; fabricated residential industry base; infrastructure and new-type urbanization construction, and financial business in an effort to achieve win-win development, in accordance with the principle of “complementary advantages, shared resources, mutual benefits, win-win cooperation.”

At the signing ceremony, Guo Wenqing and Wang Hao attended and witnessed the signing of the strategic cooperation framework agreement. Witnessing the signing ceremony were Fu Zhenbo, Secretary-General and member of the Standing Committee of Tangshan Municipal CPC Committee, Sun Guishi, Secretary of Caofeidian District CPC Committee and member of the Standing Committee of Tangshan Municipal CPC Committee, Liu Caiming, China Minmetals’ Deputy General Manager and Party Group member, Zhang Zhaoxiang, China Minmetals’ Deputy General Manager and Party Group member and MCC Party Committee Secretary and General Manager, and Zhang Mengxing, MCC’s President of and Deputy Party Secretary. Liang Zhenjiang, Deputy Mayor of Tangshan, and Jiao Jian, China Minmetals’ Deputy General Manager and Party Group member, signed the agreement on behalf of their own parties.

Before the signing ceremony, Guo Wenqing held talks with Wang Hao. Mr. Guo welcomed Wang Hao, thanked Tangshan Municipal CPC Committee and Government for their long-term support for China Minmetals and MCC, and briefed on the development of China Minmetals and MCC after implementing the strategic recombination. Guo pointed out that China Minmetals has the total assets of RMB1.68 trillion under its management and 200,000 on-duty employees. Now, China Minmetals, guided by the goal of “three steps and two doublings,” is building a business system featured by “four beams and eight columns” regarding metal mining, metallurgical construction, trade logistics, and finance and real estate. In the field of metals and mining, China Minmetals has taken the lead in forming the whole industry chain covering resources discovery, exploration, design, construction, mining, mineral separation, smelting, logistics, and trade. China Minmetals possesses rich mineral resources including copper, nickel, lead, zinc, and lithium in Hunan, Guizhou, and Qinghai at home and other countries such as Australia, Papua New Guinea, Peru, and Pakistan. It has developed and operated mines such as Las Bambas Copper Mine, Dugald River Zinc Mine, and Papua New Guinea Ramu Nickel Mine, which belong to the global Top 3 mines. In the field of metallurgical construction, MCC serves as a pioneer and a new force in China’s steel industry, making up 90% and 60% of the share of domestic and global metallurgical construction markets, respectively. Therefore, it is one of China’s national teams for metallurgical construction. In the field of trade logistics, China Minmetals has established trade outlets in more than 60 countries and regions around the world and built large-scale logistics industrial parks in Shanghai, Wuxi, and Dongguan. In the field of finance and real estate, China Minmetals has a full financial license and robust capabilities for investment and financing and resources allocation. Minmetals Land and MCC Real Estate are two of 16 real estate enterprises identified by the State-owned Assets Supervision and Administration Commission (SASAC).

Guo stressed that China Minmetals and MCC have long-term cooperation and friendship with Tangshan. Since the strategic recombination, the cooperation between the two sides has been strengthened, the scope of cooperation has been expanding, and the level of cooperation has been deepening. Specifically, the Caofeidian International Ore Trading Center project, as a major well-targeted project, is currently advancing rapidly and will have an important positive impact on the environmental protection and upgrade of China’s steel industry and the improving international status of ore trading. The successful trial run of MCC Ramu’s Caofeidian ternary precursor project has marked the critical progress and breakthrough of China Minmetals in the field of new energy and new materials, demonstrating the pragmatic and efficient cooperation between the two sides. In the future, China Minmetals will take Tangshan as an important strategic partner to plan new projects and open up new fields on the basis of existing projects in Tangshan. It will give full play to its technical and business advantages to increase cooperation in the upgrading of the steel industry, urban infrastructure, rail transit, expressway, and renovation of shanty areas, in a bid to provide support for Tangshan’s new round of construction and development.

Wang Hao thanked Guo Wenqing for his warm reception and China Minmetals and MCC for their strong long-term support for Tangshan’s economic and social development. He also expressed appreciation for the development achievements of new China Minmetals after the strategic recombination. Wang Hao pointed out that China Minmetals and MCC have made outstanding contributions to the construction and development of Tangshan after the earthquake. In recent years, the two sides have conducted effective cooperation in the fields of ore trade and new energy, achieving fruitful results. Especially since the meeting between the two sides in August this year, existing cooperation projects have been advanced rapidly, and potential cooperation opportunities have kept emerging. Currently, Tangshan is speeding up the upgrading of steel enterprises and promoting urban transformation. There will be more fields of cooperation between the two sides as well as more space for cooperation. Tangshan Municipal CPC Committee and Government are willing to provide better services and support for the development of China Minmetals and MCC in Tangshan, which is the strategic underpinning for China Minmetals to build the business system featured by “four beams and eight columns.” Wang hoped that both sides would further strengthen cooperation and exchanges, make more cooperation achievements, and raise bilateral cooperation to a new high.

The two sides also had in-depth exchanges on the current progress of the ongoing project, potential cooperation projects and cooperation models, and identified specific personnel for contacts.

Attending the above activities were Li Guifu, Secretary of Zunhua Municipal CPC Committee, Zhang Guibao, Deputy Secretary of Caofeidian District CPC Committee and Chief of Caofeidian District Government, Wang Hecheng, deputy-county-level Investigator of General Office of Tangshan Municipal CPC Committee, and Cui Jingxue, Deputy Chief of Caofeidian District Government as well as relevant leaders of Caofeidian District CPC Committee and Government and Tangshan Labor Daily News including Liu Fenggui, Wang Qinghe, Zhang Qiang, Zhou Lijun, Li Ruzhong, Cheng Ziyu; relevant personnel of China Minmetals’ Headquarters and directly-affiliated enterprises including Xue Fei, Liu Qingchun, Xiong Xiaobing, Liu Fuming, Wu Qingyu, Han Guorui, Zhang Huiqing, Zong Shaoxing, and Leng Tiesong.
