Tang Fuping Inspects China Minmetals’ Enterprises in Wuhan

On October 23, Tang Fuping, China Minmetals’ Chairman and Party Group Secretary, led a team to Wuhan, Hubei Province, to conduct on-the-spot investigation and greet frontline employees in Wuhan Surveying Geotechnical Research Institute Co., Ltd. of MCC (WSGRI), WISDRI Engineering & Research Incorporation Limited (WISDRI), and China First Metallurgical Construction Group Co., Ltd. (CFMCC).

In WSGRI, Tang Fuping visited WSGRI’s laboratories for unmanned aerial vehicle and VR, greeted WSGRI’s frontline staff, and listened to WSGRI’s report on the overall situation, strategic transformation, and completion of budget targets. Afterward, he pointed out that as a long-standing enterprise, WSGRI has made important contributions to China’s engineering exploration and industrial development. In recent years, WSGRI has devoted itself into prospecting to form five interrelated business segments by complying with the development pattern that starts from a point, then to a line, and finally to a plane, building a road for the development of engineering companies. This not only has strengthened the company’s advantageous and distinctive business but also has expanded the living space of enterprises, demonstrating the correctness of the direction for transformation and development. He stressed that WSGRI must follow General Secretary Xi Jinping’s instruction spirit of turning state-owned enterprises into larger, stronger, and superior ones, keep the industry's dominant position unchanged, maintain the industry's leading position, and build a leading international engineering company in the domestic prospecting industry. We need to strive for the integrated development of geotechnical engineering, adopt an integrated approach to conduct design and construction in engineering construction, optimize the design scheme according to changes in geological conditions, control the cost risk of underground engineering, save investment for owners, and continuously build and enhance the core competitiveness of geotechnical engineering business.

Tang gave guidance to the development of WSGRI’s intelligence applications and put forward ardent expectations. He said that General Secretary Xi Jinping once pointed out “Technical innovation and replacement of old drivers with new ones are key to whether we can overcome challenges.” WSGRI’s transformation from traditional engineering surveying and mapping to geographic information and its industrialization has a unique advantage in the spatial and temporal cloud platform of geographic information and provides the foundation for the development of digital factories and intelligent applications. In the future, WSGRI needs to endeavor for giving full play to its geographic information business advantages and compatibility. Under the unified coordination of China Minmetals and MCC and under the unified language, rules and standards, WSGRI will do a good job in coordinating with other brotherhood units, helping China Minmetals and MCC to give full play to the advantage of the whole chain of the metallurgical industry, and integrate the professional information platform modules of relevant subsidiaries to create an integrated digital platform for metallurgical engineering. In addition, Tang Fuping also emphasized the work related to the implementation of China Minmetals’ goal of “working 100 days to ensure two doublings” and motivated everyone to work hard to fulfill annual budget targets and help China Minmetals and MCC achieve their annual work goals.

In WISDRI, Tang Fuping visited WISDRI Building, key infrastructure projects in Wuhan, remote monitoring, and intelligent diagnosis center of urban environmental-protection industrial park, greeted engineers and technicians, and listened to WISDRI’s reports on production and operation, strategic development, reform and transformation, development of the three main industries, and general ideas for future development. Tang Fuping pointed out that WISDRI had successfully achieved transformation and development. For one thing, it has found the focus of the extension of metallurgical industry and achieved remarkable results in the fields of energy and environmental protection and infrastructure construction, forming the development pattern of three main industries, further widening the development space for the enterprise, and better resisting the enterprise’s operation risks brought about by periodic fluctuations in the industry.  For another, it has achieved innovation in passing on fine traditions, worked to maintain the underlying status of the steel industry as the main business, and further unleashed its vitality on a solid foundation for the development of the enterprise.

Tang said that WISDRI’s transformation and development had demonstrated the following outstanding roles. First, innovation. WISDRI has implemented a series of changes and innovations in technology, management, and business model, and achieved good results. Second, talents. WISDRI’s leadership has united, cadres and workers are full of vitality, and the development of the enterprise is vigorous and powerful. Third, market. WISDRI regards each subsidiary as an independent market entity so that these subsidiaries can face the market directly, operate and develop independently, and raise their market-oriented awareness and cultivate their capabilities to face the market independently. In view of the next step of WISDRI, Tang put forward four hopes. First, as a beautiful business card of China Minmetals and MCC, WISDRI will strive to become an international leading enterprise in accordance with the requirements of the 19th CPC National Congress for building a world-class enterprise with global competitiveness and with the goal of high-quality development in the new era. Second, according to General Secretary Xi Jinping’s requirement that “the fundamental and core things cannot be bought but must be realized by our self-reliance and independent innovation,” we need to continue to take the road of innovation and development, increase investment in technology, management, and business model, and support all-round reform and innovation. Third, according to the overall requirements of China Minmetals and MCC for “working 100 days to ensure two doublings,” we need to ensure the full completion of various operating targets set by China Minmetals and MCC. Fourth, it is necessary to cooperate with all subsidiaries within MCC to develop the IT application.

At CFMCC, Tang Fuping extended cordial greetings to the cadres and workers of CFMCC, held discussions with the leadership of CFMCC, and listened to reports on CFMCC’s historical evolution, upgrading, strategic planning, regional development, and Party building. Tang pointed out that in the face of the difficult construction environment, metallurgical construction enterprises have worked in different parts of the country to made tremendous contributions to the development of China’s steel industry and the national economy. In the face of the adjustment of the steel industry, CFMCC has seized a right opportunity to resolutely make the transformation and produce remarkable achievements, creating a vast space in the non-metallurgical market. Meanwhile, it has accumulated good experience in expanding the overseas market, fostering the regional market, and managing projects in a standard and fine manner, which is worthy of promotion. With distinctive Party building and corporate culture, enterprise competitiveness and staff cohesion have been significantly improved.

Given the future operation and development of CFMCC, Tang put forward three requirements. First, we need to further improve the comprehensive competitiveness of state-owned enterprises in accordance with General Secretary Xi Jinping’s requirements for “achieving higher quality, more benefits, and better structure.” Hubei has had a strong development momentum and huge potential for development in recent years. We need to firmly establish a firm foothold in Hubei’s regional market, reduce the management radius and cost, create a good brand image in Hubei, and achieve great improvement in regional competitiveness. We also need to expand the scale of operation further, improve the quality of development, give full play to the professional and technical advantages accumulated in long-term metallurgical construction, make great strides in the municipal infrastructure market, and focus on making breakthroughs in the key construction fields such as subway, bridge, and expressway. Second, we need to further strengthen the prevention and control of risks in enterprises in accordance with the arrangement requirements of the Central Government and the State-owned Assets Supervision and Administration Commission (SASAC) for preventing and resolving major risks. We also need to strictly control the scale of interest-bearing liabilities of enterprises, do a good job in risk control of PPP business, and invest funds proactively rather than reactively in expanding the enterprise’s market and boosting its operation. Also, we need to set up a set of perfect management mechanism and do a good job in risk prediction and control so as to ensure the safety of its cash flow and capital chain. Third, we need to further seize the development opportunity to make more contributions to reach our development goals.  We need to continue to handle the problems left over by history properly and seize the opportunity for a new round of national investment in fixed assets, especially infrastructure projects, as a way to ensure the full completion of all tasks and objectives throughout the year and contribute to the development of China Minmetals and MCC as well as CFMCC.

Xue Fei, Liu Lijun, Zhang Shuqiang, Zhao Zhi, and Jin Zhifeng, as well as heads of relevant departments and directly affiliated (ad hoc) institutions of China Minmetals, accompanied the investigation. The leading bodies, relevant departments, and heads of affiliated enterprises of WSGRI, WISDRI, and CFMCC participated in the investigation at their respective units.
